A. These zoning regulations shall be enforced by the City Building Official or his designated representative, acting at the direction of the City Manager, who shall review all building permit applications for compliance with zoning regulations provisions.
B. It is a violation of these regulations for any person to change or permit a change in the use of land, buildings, or structures, or to erect, alter, move, or improve any building or structure, until a building permit has been obtained from the office of the City Clerk, under the terms set forth in this Code.
C. The zoning regulations requirement for a building permit shall not, however, apply to the use or construction of farm buildings for agricultural purposes or the planting of agricultural crops. Such buildings shall, however, observe setback requirements of all City ordinances.
D. In the administration of these zoning regulations, the provisions of the following sections shall be used to govern procedures for uses and structures permitted on review, rezoning, and amendment applications, the use of special districts, and the handling of nonconforming uses, structures, and lots. Related administrative procedures for building permit issuance, review of subdivisions, issuance of other required permits, and floodplain management requirements are found in this Code of Ordinances.
