The license issued shall be of a form prescribed by the City Clerk. The license shall contain, at the least, the driver's name, license number, and the expiration date of the license. The license shall be signed by the City Manager and shall not be transferable except that a license may be transferred from one taxicab to another of the same ownership, with the approval of the City Manager.
