A. All garbage as defined in this chapter shall be placed in the containers provided, plastic bags, or, where permitted, garbage cans maintained for that purpose. Before placing the garbage in the containers provided, plastic bags, or garbage cans, all liquid portion of the garbage shall be drained into the sanitary sewer. The lid or cover on the containers or on the garbage cans must be kept closed and fastened so that flies and other insects or animals may not have access to the contents therein and shall be removed only while depositing additional garbage or trash or while the collectors removing and unloading the contents of the containers or the garbage cans for disposal.
B. All trash as defined in this chapter shall be placed in the containers provided or garbage cans where permitted with the garbage but only to such extent as will permit the cover or lid of the container or can to be properly placed thereon.
C. Containers or cans containing other than garbage and trash as defined in this section will not be collected until such prohibited materials have been removed by the person responsible for placing them in the container or can and the collector shall promptly report such person to the authority.
