It is the intent of this document to provide a uniform and comprehensive water main extension policy for the City in regard to approach mains; to provide for the equitable distribution of the costs of water main improvements between Purcell and developers as herein defined; to revise the method of financing the costs of approach mains; to provide for the collection of connection fees for the purpose of recovering investments made by Purcell and the developers for water main improvements; to provide adequate funds for the repair and maintenance of the existing and hereafter acquired water distribution systems of the City; to establish a method for coordination of a water main extension policy with availability of other public services provided by the City; and to protect the general health, safety, and welfare of the citizens of the City.
