Sec 2-146 City Treasurer
The City Treasurer shall have supervision and control of the Finance Department. The City Manager may determine that the City Treasurer shall also serve as City Clerk, in which case, such officer shall be known as the "City Clerk-Treasurer." There shall be such employees in the Finance Department as the Council may authorize.
