Sec 90-2 Sidewalk, Gutter Kept Clean, In Good Repair
   A.   It is the duty of the occupant of any lot or piece of ground abutting upon any street where there is a sidewalk to keep such sidewalk clean and to remove therefrom all materials, trash, weeds, refuse, rubbish, or hazards of any kind and to keep the sidewalk in good repair. If there is no such occupant of any such lot other than the owner, it is the duty of the owner to do the same.
   B.   It is the duty of the occupant of any lot or piece of ground abutting upon any street where there is a gutter on the street to keep such gutter clean of household trash. If there is no such occupant of any such lot other than the owner, it is the duty of the owner to do the same.
   C.   It is the duty of the City of Purcell where there is a gutter on the street to keep such gutter clean and to remove therefrom all materials, trash, weeds, refuse, rubbish, or hazards of any kind other than household trash and to keep the gutter in good repair on an as needed basis.
