Any registered voter may have his or name placed on the ballot as a candidate for councilman provided the qualifications contained in article II, section [1-20]2 of the charter are met. The filing period shall be three (3) days in length and shall begin the first Monday in December at 8:00 a.m. and shall end on the following Wednesday at 5:00 p.m.; followed by a two (2) day contest/withdrawal period ending the following Friday at 5:00 p.m.
