A. A Cemetery Board is created to be composed of five (5) members, all of whom shall be residents of the City. The members of the Cemetery Board shall be appointed as provided in Section 2-86 and shall serve without salary.
B. A Cemetery Board shall act in an advisory capacity to the City Council and shall, from time to time, make recommendations for improvements in the maintenance and operation of the City cemetery system. The Cemetery Board shall also inquire into complaints and recommend solution of such complaints to the City Council.
