Sec 1-213 Ordinances: Procedures Governing Passage
Every proposed ordinance shall be introduced in writing and shall be considered at a public meeting. It must appear on the posted agenda before it can be voted on. A vote of a majority of the members of the council present, provided a quorum exists, shall be required for the final passage of every ordinance. The vote on final passage shall be by yeas and nays, or such other designation as the council shall direct, and shall be entered in the journal. Every ordinance, except an emergency ordinance, shall become effective thirty (30) days after its final passage, unless it specifies a later date.
Publication of ordinances shall be in conformity with the statutes of the state of Oklahoma as they exist at the time of passage.
