Sec 1-211 Ordinances: Authority, Enacting Clauses, Title
The council may enact ordinances, rules and regulations for any purpose prescribed in this charter or in Title II of the Oklahoma statutes or as are necessary for the carrying out of the functions of the city of Purcell and its various agencies, boards and commissions. Any such ordinance shall be consistent with the state and federal constitutions as they now exist or as they may be amended. The subject of all ordinances shall be clearly expressed in its title. The enacting clause of all ordinances passed by the council shall be: "BE IT ORDAINED BY THE COUNCIL OF THE CITY OF PURCELL."
The voters of the city of Purcell, acting under their power of initiative, may enact ordinances in conjunction with article VI, section 1 of this charter and in conjunction with the state constitution and state law. The enacting clause of ordinances proposed by the voters under their power of initiative shall be: "BE IT ORDAINED BY THE PEOPLE OF THE CITY OF PURCELL."
