A Any person who engages in any business, profession, trade, or occupation or exercises any privilege for which a license is required by this article without a valid license as thereby required, or who shall violate any provision of this article, shall be guilty of an offense and, upon conviction, shall be fined as provided in Section 1-12 of this Code.
B. Except as otherwise provided in this Code, any license issued by the City to any person to engage in, exercise, or pursue any business, profession, trade, occupation, or privilege may be suspended or revoked by the City Council after adequate opportunity for a hearing, if the licensee, owner, or operator:
1. Is engaging in, exercising, or pursuing the business, profession, trade, occupation, or privilege in such a manner that he has created or is creating a public nuisance as defined by State law or local ordinance; or
2. Violates this article; or
3. Commits any serious or repeated violation of the law or ordinances.
