6-3-4: FINAL PLAT:
   A.   Procedure For Approval: Within one year of approval of the preliminary plat, the subdivider shall prepare a final plat and submit to the City Clerk, together with a written application for approval. Accompanying the submittal shall be the final plat filing fees referred to in subsection 6-7-4B of this Title.
   In case application for approval of a final plat is made for a part or parts of an approved preliminary plat, the City Council may extend the time for application of approval of final plats for other parts of the approved preliminary plat until later date or dates beyond the foregoing one year period.
   The City Council shall refer the plats to the Plan Commission and the City Engineer for review. The City Engineer shall review the plats for technical details, conformance with existing City ordinances and conformance with the approved preliminary plat and submit a written report to the Plan Commission. The Plan Commission shall, after its review, submit its recommendation to the City Council. The City Council shall, by resolution, approve or disapprove such plat. Upon adoption of the resolution approving a final plat, the City Clerk shall certify such approval and affix the corporate seal of the City on the final plat.
   Upon approval of the City Council, the City Clerk shall record the final plat, providing the cost of recording has been paid by the subdivider.
   After recording, the original and one copy of the recorded plat and one copy of all supporting data shall be retained in the City Clerk's files, two (2) sets of such materials shall be retained by the City Engineer and one set shall be retained by the Building Official.
   B.   Requirements:
      1.   General: All information required on the preliminary plat, except that required in subsections 6-3-2B1b, B3d, B3e, B3f and B3h of this Chapter, shall be shown accurately and drawn with black waterproof drawing ink on linen, vellum, or plastic film in a manner so that clear and legible transparencies or contact prints or photostatic copies can be made.
      2.   Identification And Description: The following shall be shown on the plats:
         a.   Proposed name of subdivision.
         b.   A full and detailed legal description of the land embraced in the plat, showing the township and range in which such land is situated, and the sections and parts of sections platted.
         c.   The name of the owner.
         d.   The surveyor making the plat.
         e.   Scale of plat: one inch equals one hundred feet (1" = 100') minimum. Scale to be shown numerically and graphically.
         f.   North point (indicating true north).
         g.   Date of preparation.
      3.   Delineation Of Final Plat: The following shall be shown on final plats:
         a.   Boundary of plat based on an accurate traverse with all bearings and linear dimensions. Error of closure of such boundary survey shall not exceed one in ten thousand (10,000), one foot (1') for each ten thousand feet (10,000') of perimeter survey.
         b.   All blocks, lots, streets, alleys, excepted parcels, pedestrianways, easements and building lines within or adjacent to the plat shall be shown. All of the above shall have all bearings and linear dimensions given and all radii, internal angles, bearings, points of curvature, tangents, and lengths of all curves. All dimensions shall be given to the nearest hundredth of a foot.
         c.   True bearings and distances to the nearest established official monuments.
         d.   The lines of the subdivision shall be accurately tied by distances and bearings to City, township and section lines.
         e.   Consecutive numbering of all blocks and lots. Names of all existing adjoining streets and all streets in the subdivision.
         f.   Bearings and linear dimensions of any areas to be dedicated or reserved for public use or for the exclusive use of property owners within the subdivision.
         g.   Location of all iron stakes and all permanent monuments required by this Title.
         h.   Any protective covenants.
         i.   Statements covering easement provisions.
         j.   All other information required by State statutes.
      4.   Certificates: The following certificates shall be on the final plat when submitted:
Owner's certificate
Notary's certificate of owners
Surveyor's certificate
County clerk's certificate on unpaid taxes
Sanitary District's certificate on unpaid assessments (when applicable)
City Engineer's certificate of improvements
City Treasurer's certificate on unpaid assessments
Plan Commission certificate
City Council certificate of approval
The application for approval of the final plat shall not be deemed completed until all certificates, other than the City certificates, have been duly executed.
      5.   Supporting Documents: The final plat shall be accompanied by the following supporting documents, prepared by a registered professional engineer and based upon the conditions of approval of the preliminary plans and specifications approved by the City Engineer and other public officials having jurisdiction, such approval to be certified on the final plat when submitted:
Complete plans,
Specifications, and
Cost estimates of the improvements to be installed.
