6-3-2: PRELIMINARY PLAT:
   A.   Procedure For Approval: The subdivider shall submit twelve (12) copies of the preliminary plat and written application for approval to the city clerk. Accompanying the plats shall be the preliminary plat filing fees referred to in subsection 6-7-4B of this title. The preliminary plat shall be referred by the city council to the plan/zoning board and appropriate city staff officers for review. The plan/zoning board, after its review and report from appropriate city staff officials, shall negotiate with the subdivider on changes deemed necessary, shall recommend approval, approval with conditions, or rejection of the plat to the city council. The council shall refer the preliminary plat to the appropriate committees, and after committee review and recommendation, approve, approve with conditions or reject the preliminary plat. The city clerk shall then notify the subdivider in writing. Such tentative approval by the city council shall not constitute acceptance of the subdivision. (Ord. 0-77-02, 2-7-1977; amd.    B.   Requirements:
      1.   Identification And Description:
         a.   Proposed name of subdivision not duplicating the name of any plat heretofore recorded in Cook County, Illinois.
         b.   Location by section, township and range, and by other legal description necessary to clearly locate and describe the subdivision area.
         c.   A current survey prepared and certified by an Illinois registered land surveyor showing the topography, the boundary lines and the area being subdivided and all improvements drawn to a scale not smaller than one inch to one hundred feet (1" = 100').
         d.   Names and addresses of the owner having control of the tract and the surveyor who prepared the plat. (The names and addresses of the beneficiaries of any trust owner shall be supplied to the Plan Commission on a separate document.) Proof of ownership and/or beneficial interest shall be submitted to the Plan Commission in the form of a title policy or commitment and/or necessary trust documentation or such other evidence as the Plan Commission deems necessary.
         e.   North point (true north).
         f.   Date of survey and preparation.
      2.   Existing Conditions:
         a.   Boundary lines of proposed subdivision in accordance with subsection B1c of this Section.
         b.   Total acreage of subdivision.
         c.   Existing zoning districts in proposed subdivision and adjacent tracts.
         d.   Location, widths and names of all existing or previously platted streets or other rights of way, showing type of improvement (if any), railroad and utility rights of way, parks and other public open spaces, permanent buildings and structures, easements and section and corporate lines within the tract and to a distance of at least two hundred feet (200') beyond the tract.
         e.   Location and size of existing sewers, water mains, culverts or other underground facilities within the tract and to a distance of at least two hundred feet (200') beyond the tract, also indicating such data as grades, invert elevations, and locations of catch basins, manholes and hydrants.
         f.   Location map, at a scale of not less than one inch equals one thousand feet (1" = 1,000') showing boundary lines of adjoining, unsubdivided or subdivided land within an area bounded by nearest arterial streets or other natural boundaries, but not less than one-half (1/2) mile beyond the subdivision boundaries in subdivisions located beyond the City limits, identifying type of use and ownership of surrounding land and showing alignments of existing streets.
         g.   Topographic data including the location of watercourses, high, low and normal water level elevations, marshes, and other significant features and existing contours at vertical intervals of not more than two feet (2'), except in unusual topographical conditions; such vertical intervals may be required to be altered as determined by the City Engineer. Topographic data shall refer to the United States Geological Survey Datum. Soil boring data and seepage tests may be required at locations and depths as determined by the City Engineer.
         h.   Locations of or reference to locations of existing monuments or survey markers used in preparation of survey and grade elevation of each monument and marker.
         i.   Reports from the following agencies (where applicable):
North Cook County Soil and Water Conservation District, including statement that all lots will support septic systems
Cook County Health Officer
Applicable sewerage districts
Cook County Highway Department
Illinois Department of Transportation
Applicable water districts
Certificate of professional engineer that individual lots will support septic systems
Applicable school district
Applicable park district
Applicable fire protection district
Applicable library district
      3.   Proposed Subdivision Design Features:
         a.   The proposed subdivision layout shall be in substantial accord with any official plan as amended from time to time in effect at the time of application.
         b.   Layout of streets showing right-of-way widths and street names (not duplicating the name of any street heretofore used in the City or its environs unless the street is an extension of or in line with an already named street and provided it can be connected with such street, in which event that name shall be used) and showing proposed through streets extended to boundaries of subdivision.
         c.   Location and width of alleys, pedestrianways and easements.
         d.   Layout, numbers and dimensions of blocks and lots to the nearest foot.
         e.   Building lines and all dimensions from lot lines.
         f.   The proposed City zoning districts for subdivisions to be annexed.
         g.   A table of the following information:
            (1)   Total acreage of subdivision.
            (2)   Acreage of streets to be dedicated.
            (3)   Acreage of public lands to be dedicated other than streets.
            (4)   Acreage of lots (subsection B3g(1), less numbers B3g(2) and B3g(3) of this Section).
            (5)   Total number of lots.
            (6)   Minimum area of individual lots in square feet.
         h.   Proposed location of sanitary sewers, storm sewers, drainage courses and channels, methods of handling storm water, surface water disposal, sewage disposal and waste disposal plans.
         i.   No land will be approved in a subdivision which is subject to periodic flooding, which lies in flood plain areas as designated on the most recent applicable flood maps as designated by the City Engineer, or which contains inadequate drainage facilities, unless the owner agrees to make all necessary improvements and agrees to all required covenants which will, in the opinion of the City Engineer, City Attorney and Plan Commission, be binding, make such land safe for occupancy and provide necessary safeguards for adjacent property which will be affected by the grading, drainage or other changes being permitted or required for this subdivision 1 .
