In the interest of the public health, safety, welfare and aesthetics, it shall be unlawful for any person to construct or install any satellite dish larger than 39.37 inches in diameter, or to enlarge or alter any satellite dish to a diameter greater than 39.37 inches in any residential area of the city. Any satellite dish in conformity with the foregoing provision must be placed in the back or side yard of residential premises and must be screened from public view, insofar as practical to ensure proper operation. Satellite dishes located in commercial areas, while not restricted in size, shall also be screened from public view insofar as practical to ensure proper operation.
