151.01  CREATION; COMPOSITION; QUALIFICATIONS; APPOINTMENT;  VACANCIES.
   (a)    The Sanitary Board shall be composed of the Mayor or City Manager and two other persons appointed by City Council. The Mayor or City Manager shall be appointed to serve on the Sanitary Board by Council at the first meeting in July of each year or at such other times as Council deems advisable. No officer or employee of the City, other than the Mayor or City Manager, whether holding a paid or unpaid office shall be eligible to appointment on the Sanitary Board until at least one year after the expiration of the term of his public office.

   (b)    The two appointees of City Council, as of the effective date of this Code, shall serve until the expiration of their respective terms of office and until their successors are duly appointed and qualified, and shall be eligible for reappointment. Their successors, respectively, shall be appointed to a term of three years thereafter. Vacancies shall be filled by Council for any unexpired term which may hereafter occur, in the same manner as the original appointment. No bond shall be required of the members of the Sanitary Board, except the treasurer thereof, as provided in Section 151.03.
