2-1-3C: WRITTEN PROTESTS TO AMENDMENTS:
Whenever a written protest against such proposed amendment or change, signed by the owners of twenty percent (20%) of the frontage proposed to be altered, or by owners of twenty percent (20%) of the frontage immediately adjoining in the same block, or in the block back of or across an alley therefrom, or by the owners of twenty percent (20%) of the frontage directly opposite the frontage proposed to be altered, shall have been filed with the plan commission or the village board within ten (10) days after the public hearing, the ordinance providing for such proposed amendment or change shall not be passed except by the favorable vote of two-thirds (2/3) of the members of the village board.
