(A) An application may be made in certain cases to the Village Clerk for permission to drive a vehicle, whose gross weight exceeds ten thousand (10,000) pounds, over designated streets in the Village.
(B) The permission provided for in subsection (A) hereof shall be granted only if the applicant deposits with the Village Clerk a bond in the sum of five thousand dollars ($5,000.00), payable to the Village, to pay for any damage caused by such vehicle while driving over any Village street, bridge or culvert.
