It shall be unlawful to mix mortar, concrete or any other building material upon the surface of any sidewalk in the Village. During the progress of building operations, a sidewalk not less than five feet (5') in width, or an equal width of a clear, hard roadway, made available and safe for a footway, and with adequate guard railings, shall at all times be kept open, clean and unobstructed for the purpose and uses of a passageway in front of such lot or lots.
It is not intended hereby to prohibit the maintenance of a driveway for the delivery of material across such sidewalk from the street to the building site; but such driveway shall be under the supervision of the Building Commissioner. (1965 Code)
