The Building Commissioner may issue permits for the erection of garages or small one-story buildings, not used for residence, upon the description given in the application and not accompanied by drawings, and this shall apply also to alterations and repairs of buildings whenever, in the judgment of the Building Commissioner, drawings are not necessary to show the full character of the work to be done.
