5-2-5: RIGHT TO CHANGE RATES:
The village shall have and retain authority from time to time to change, increase, decrease or improve the water and sewer system and plant, or any part or portion thereof or to establish new or different rates, regulations or provisions concerning the use of said system or plant, or to alter, amend, change or repeal the provisions of this chapter. (1965 Code)
