No residential building shall be erected or permit issued for the erection thereof by the Village upon any land within the Village limits which the Health Officer shall reasonably find to be of the character described in section 4-1-20 of this chapter; unless, upon application by the owner of such land to the Board of Trustees, said Board, by resolution, shall determine that the finding of the Health Officer is incorrect.
