The Water Department under the direction of the Superintendent and such other officers and employees as may be from time to time lawfully appointed, shall have the supervision, management and control, subject to the President and Board, of the maintenance, enlargement and operation of the combined Water Works and Sewerage System owned and controlled by the Village, the procuring and selling of water, and all matters and things connected with the operation, maintenance and extension of said combined Water Works and Sewerage System, and preserving the property belonging thereto.
