Any member of the police department who shall neglect or refuse to perform any duty required of him by the provisions of this chapter or the rules and regulations of the department, or who shall in the discharge of his official duties be guilty of any fraud, extortion, oppression, favoritism or wilful wrong or injustice, may, in addition to any other penalty or punishment imposed by law, be fined not more than one hundred dollars ($100.00) for each offense.
