Any member of the police force who shall refuse or neglect to perform any duty required of him, when such refusal or neglect to perform any such duty shall tend to hinder, obstruct, or impair in any way the proper and strict enforcement of any law or the efficiency of the police force, is hereby declared to be no longer qualified to be a member of the police force, and shall be discharged from the police force and the service of the village in the manner provided by law.
