The board of fire and police commissioners shall make rules and regulations relative to the appointments and removals of full time members of the fire and police departments; however, the rules and regulations relative to the conduct of members of the fire and police departments shall be promulgated from time to time by the fire chief and the chief of police for their respective departments, subject to the adoption and approval of such conduct rules and regulations from time to time by the village president and board of trustees.
