The village president, with the consent of the village board shall appoint the board of fire and police commissioners which shall consist of three (3) members whose terms of office shall be three (3) years or June 1, 2008, whichever comes first. The term of each commissioner of the board of fire and police commissioners holding office on June 1, 2008, shall expire on April 30, 2009, or until such commissioner's successor is duly appointed and has qualified. Thereafter, the term of each commissioner of the board of fire and police commissioners shall be for a one year period ending on April 30 of each year or until such commissioner's successor is duly appointed and has qualified.
