4-1-4: HANDBILLS AND ADVERTISEMENT; POSTING PROHIBITED:
   A.   Prohibited: No person shall scatter or throw, distribute, affix or post, or tack or fasten upon any public thoroughfare or public property, or in or on any vehicle while parked on such public thoroughfare or property, any handbills, posters, advertisement fliers, litter, paper, notice or sign. The provisions of this section do not interfere with or prevent the posting of notices required by law to be posted.
   B.   Permission Required: It shall be unlawful for any person to stick, fasten, paste, post, leave or put up on any house, fence, wall, walk, vehicle or other private property in this City any printed, written, painted or other advertisement, handbill, notice, sign or poster, or cause the same to be done, without having first obtained permission of the owner of such fence, house, wall, vehicle or other private property.
