3-3-2: CONTROL OF DUST:
The owner(s) of, and any other person in possession of, any private or public property are directed and required to control the dust which is subject to becoming airborne such that said dust does not become a hazard or danger to the public health and safety of the inhabitants of the city, and does not become offensive to the public. Dust is deemed to be a hazard or danger to the public health and safety, and offensive to the public, when normal activities carried out on the land cause dust to become airborne in quantities that are visible more than three feet (3') off the ground.
