The city clerk or other duly authorized representative, shall notify, in writing or in person, the owner of any such vehicle, lot, place, or area within the city or the agent of such owner, to abate the nuisance indicated in the notice; provided, that such written notice shall be by certified mail, addressed to said owner or agent of said owner, at his last known address, or delivered in person. If the owner of a discarded vehicle is not found, said notice shall be placed upon the vehicle in clear view. (2008 Code)
