2-2-3: LICENSE REQUIRED:
   A.   Beer: It shall be a violation of this chapter for any person to sell beer at retail within the city without first obtaining a beer license.
   B.   Wine: It shall be a violation of this chapter for any person to sell wine within the city without first obtaining a wine license, as follows:
      1.   Wine By The Drink License: A valid wine by the drink license is required for the retail sale of wine for consumption on the premises where the wine is sold.
      2.   Retail Wine License: A valid retail wine license is required for the retail sale of wine in its original container with its seal unbroken, none of which may be consumed on the premises where the wine is sold.
      3.   Beer License Required: An applicant for a retail wine license or a wine by the drink license must possess a valid beer license issued by the city at the time of filing the application for a wine license.
   C.   Liquor By The Drink:
      1.   License Required: It shall be a violation of this chapter for any person to sell liquor by the drink within the city without first obtaining a liquor by the drink license as provided for in this chapter.
      2.   Sales Restricted: It shall be unlawful for any holder of a license for the sale of liquor by the drink to sell, keep for sale, dispense, give away, or otherwise dispose of any liquor in the original containers or otherwise than by retail sale by the drink.
   D.   Alcohol Beverage Catering Permit:
      1.   License Required: It shall be a violation of this chapter to serve and sell liquor by the drink, beer or wine, at a party or convention without first obtaining an alcohol beverage catering permit.
      2.   Sales Restricted: An alcohol beverage catering permit shall be limited to authorization to sell liquor or beer or wine, or any combination thereof, based upon the type of license which the applicant possesses. (Ord. 3-18, 2001)
