4-5-3: GENERAL STANDARD OF CARE:
   A.   Basic Rule Applies: Every person using roller skates, rollerblades, a skateboard, a bicycle or a scooter upon any street, road, sidewalk or public path in the city shall use the same in a careful and prudent manner and at a rate of speed no greater than is reasonable and proper under the conditions existing at the point of operation, taking into account the amount and character of pedestrian traffic, grade and width of sidewalk or public path, and condition of surface, and shall obey all traffic control devices.
   B.   Right Of Way: Every person using roller skates, rollerblades, a skateboard, a bicycle or a scooter upon a sidewalk or public path shall yield the right of way to any pedestrian thereon.
   C.   Rules Relating To Pedestrians: Except as otherwise provided by state law or this chapter, the rules of the road relating to pedestrians shall apply to persons roller skating, rollerblading, skateboarding or riding a scooter. (Ord. 4-27, 2005)
