Any entity which provides public utilities to or at any point or location annexed by the city shall have six months after the effective date of annexation within which to transfer the public utility services to the city and shall not continue to provide those public utilities thereafter unless it has obtained a franchise or permit from the city in accordance with § 50.15 of this chapter.
