No water from the city water supply shall be turned on for service into any premises by any persons but the Operator of the Waterworks and Sewerage System Department or some other person authorized by him or her to perform this service. Any time water is turned on, 24 hours advance notice will be given to the Operator. No water service will be turned on after normal working hours except in case of emergency.
