§ 51.101 BASIS FOR WASTEWATER SERVICE CHARGES.
   (A)   The wastewater service charges for the use of and for services supplied by the wastewater facilities of the city shall consist of a basic user charge for operation and maintenance plus replacement, a debt service charge and a surcharge, if applicable.
   (B)   The debt service charge shall have a fixed charge component and a usage charge component. The debt service charge shall be computed by dividing 40% of the total annual debt service of all outstanding revenue bonds by the number of users. Through further divisions, the monthly and quarterly debt service fixed charges can be computed. The debt service usage charge shall be computed by dividing 60% of the total annual debt service of all outstanding revenue bonds by the total annual metered volume on a cost per 100 cubic feet basis.
   (C)   The basic user charge shall be based on water usage as recorded by water meters and sewage meters for wastes having the following normal volume and concentrations:
      (1)   Flow of 150,000 cubic feet per quarterly period.
      (2)   A five day, 20°C biochemical oxygen demand (BOD) of 200 mg/l.
      (3)   A suspended solids content of 240 mg/l.
   (D)   It shall consist of operation and maintenance costs plus replacement and shall be computed as follows:
      (1)   Estimate the projected annual revenue required to operate and maintain the wastewater facilities, including a replacement fund, for the next fiscal year for all works categories.
      (2)   Proportion the estimated costs to wastewater facility categories by volume, suspended solids, BOD5.
      (3)   Estimate waterworks volume, pounds of SS, and pounds of BOD5 to be treated.
      (4)   Compute unit costs for volume (dollars per HCF) for SS (dollars per pound) and for BOD5 (dollars per pound.).
      (5)   Compute costs per HDF for volume, SS, and BOD5 at normal sewage strength. Add these costs to determine the charge for operation and maintenance including replacement.
   (E)   A surcharge will be levied upon all users whose wastes exceed the normal concentrations for BOD (200 mg/l) and SS (240 mg/l) and for volume (150,000 cubic feet quarterly). The surcharge will be based on water usage as recorded by water meters and sewage meters for all wastes which exceed the 200 mg/l, 240 mg/l concentrations for BOD, and SS content respectively. Section 51.106 specifies the procedure to compute a surcharge.
   (F)   The wastewater service charge shall be reviewed annually by certified public accountants to the city in their annual audit report. It shall be revised periodically to reflect a change in debt service or a change in operation and maintenance including replacement costs.
