The user charge system and hereinafter set forth has been developed from data outlined in the report of Willett, Hofmann and Associates, Inc., dated August, 1976, entitled “Sewer User Charge System for Treatment of Municipal and Industrial Wastes,” this report being incorporated herein by reference and which shall constitute the basis for determining industrial and domestic user charges.
