(A) It shall be unlawful to make any connection with the city sanitary or storm sewer system without having first obtained a permit therefor.
(B) Applications for the permits shall be made to the City Clerk and shall be accompanied by a statement as to the purpose of the connection, the premises to be served, the specifications of the pipe to be connected, and of the drain from the house to the sewer line. The applications shall be referred to the sewer committee and no permit shall be issued unless they shall have found that the ordinances of the city would be complied with in the making of the connection.
