The governing body of the Western Reserve Joint Fire District shall be a Board of Fire District Trustees, consisting of five members as follows:
(a) The President of Council.
(b) The Chairperson of the Fire Committee of Council.
(c) Two members of the Board of Trustees of Poland Township, provided, however, that neither member resides within the corporate limits of the Village of Poland, if this is possible.
(d) A fifth member who shall be elected by the remaining four Board members and shall serve for a term of one year. In the first year of operation, such member shall be a resident of the Township, outside the corporate limits of the Village, and in the second year, such member shall be a resident of the Village. From year to year, the residence of such member shall rotate on that same residency basis.

Compensation for the members of the Board of Fire District Trustees shall be twenty dollars ($20.00) per meeting attended. Meetings shall be held at least once a month and at such other times as may be deemed necessary by the Board.

The Board of Fire District Trustees shall appoint a Clerk, who shall be a resident of the Western Reserve Joint Fire District and who shall serve at the pleasure of the Board. The salary for such Clerk shall be set by the Board, which shall also set forth the duties of the position.

The Board of Fire District Trustees shall be responsible for fire protection in the Western Reserve Joint Fire District and shall have all power necessary to accomplish this purpose, including the power to contract with other fire districts for protection and/or mutual aid.

The personnel of the Western Reserve Joint Fire District shall include a Fire Chief, who shall be appointed by the Board of Fire District Trustees, with a salary to be set by the Board, and a maximum of fifty-five firefighters and fifteen cadets, all of whom shall be volunteers and shall serve without pay.
