It shall be unlawful for any person to reconstruct, repair, correct, or plug a well or injection well for the purpose of earth-coupled beat exchange system, or to engage upon such work, within the city or the Public Works Department service area, or to employ anyone else to engage in such work, without first applying for and securing a permit from the Public Works Department.
