(A) It shall be the responsibility of each person owning or keeping a dog or cat within the city limits to apply to the city for a tag for the dog or cat.
(B) It shall be the duty of the city to provide suitable numbered metal tags for the dog or cat, which tags shall evidence the payment of the license fees and the registration of the dog or cat.
