It shall be unlawful for any person to keep or to permit the keeping of horses, mules, jacks, jennies, cattle, sheep, goats or similar animals on premises owned, occupied or under his or her control, on less than two acres. All barns, structures, enclosures, coops, or pens shall be kept in a clean, safe, and sanitary condition, and in such manner and location as not to become offensive to adjacent neighbors or to the public.
