No person riding upon any bicycle, coaster, roller skates, skateboard, sled or toy vehicle shall attach the same or himself to any streetcar or vehicle upon a roadway. Violations of this section shall be a class C misdemeanor and upon conviction, subject to penalty as provided in section 1-4-1 of this code. (1990 Code § 10.08.090; amd. 2003 Code)
