The city, or other duly authorized representative, shall visit all premises within the corporate limits of the city from time to time to examine the sanitary conditions of the premises to determine whether the provisions of this chapter are being complied with. Upon written notification served personally or by mail, postage prepaid, by the city, or representative, to the owner or occupant, all persons, firms or corporations shall, within three (3) days from the date of such notice, comply with the provisions of this chapter or be deemed guilty of a class C misdemeanor and upon conviction, subject to penalty as provided in section 1-4-1 of this code.
