All residential property within the limits of the city, occupied by any person, shall be provided with garbage and waste removal service by the city, for the hauling away and disposal of "garbage" and "waste matter", as the same is defined in section 4-2-3 of this chapter. The city council shall from time to time set minimum charges by resolution and may also, by resolution, establish a classification of rates based upon types and needs for garbage and waste matter collection.
