For the purpose of this chapter, the following terms, phrases, words and their derivations shall have the meaning given in this section. When not inconsistent with the context, words used in the present tense include the future; words in the plural number include the singular number; and words in the singular number include words in the plural number. The word "shall" is always mandatory and not merely directory.
CITY: Pleasant Grove City.
GARBAGE: Means and includes kitchen and table refuse, leavings and offal, and also every accumulation of putrescible waste of animal and vegetable waste, and other matter that attends the preparation, consumption, decay or dealing in or storage of meats, fish, fowl, birds, fruits and vegetables.
PERSON: Any person, firm, partnership, association, corporation, company or organization of any kind.
WASTE MATTER: Means and includes crockery, bottles, tin cans, trimmings from lawns and gardens, pasteboard boxes, rags, paper, cold ashes, sawdust, shavings, packing material, but not to include boards and pieces of lumber. (1990 Code § 3.28.030)
