Any person violating any of the provisions of sections 9-8-1-1 through 9-8-1-9 of this chapter shall be deemed guilty of a misdemeanor and in addition to any penalty imposed, the police department may impound and retain possession of any bicycle operated in violation of any of the provisions of this section 9-8-1 until the license provided for herein is obtained or any fine imposed is fully paid.
