It shall be unlawful for any person to ride a bicycle on any of the streets of the city between the hours of one-half (1/2) hour after sunset and one-half (1/2) hour prior to sunrise unless the bicycle is equipped with a headlight that can be seen for a distance of at least three hundred feet (300') and with a taillight reflector that can be seen for a distance of at least two hundred feet (200').
