(A) Generally. There shall be and hereby is established a minimum charge and a basic user rate for the use of and for service supplied by the wastewater and sewer facilities of the city. The applicable rates shall be established from time to time by the City Council. All charges and rates shall be kept on file and be available for inspection in the office of the City Clerk.
(B) Rates effective May 1, 2003. All property upon which any building has been or may hereafter be erected, having a connection with any mains or pipes which may be hereafter constructed and used in connection with the city sewer system, shall pay the following rates per calendar month:
For Sewer Service: | |

(C) Future rate increases. All sewer service shall be increased each May 1 beginning May 1, 2004, at a rate equal to the consumer price index then established.
