§ 51.21 STATE HIGHWAY STORM SEWERS.

It shall be unlawful for any person, firm, or corporation to connect or cause to be connected, any drain carrying, or to carry, any toilet, sink, basement, septic tank, cesspool, industrial waste water, or any fixture or device discharging polluting substances into any storm sewer system constructed as part of a state highway.
