It shall be unlawful for any person to place, keep, store, or otherwise allow any junked or wrecked automobile or other vehicle which may constitute a sanitary or attractive nuisance or otherwise be a menace to the health and welfare of the citizens of the town within or upon any portion of real property owned by him or her, street, or highway right-of-way, or otherwise, except within a duly licensed junkyard.
