§ 92.15 RUNNING AT LARGE PROHIBITED.
   It shall be unlawful for any owner to permit his or her animal to run at large if such animal is reported, in writing, as creating a public nuisance and, upon investigation, the reports are determined to be supported by the evidence. In such cases, and only in such cases, the owner must keep the animal that has been found to be creating the public nuisance on his or her own property at all times unless the animal is under restraint or control of a competent person or on or within a secure enclosure.
